It means how much % of the paper you are using is made up of rags, vs wood pulp.
Before wood pulp was used, paper that was used for printing or bookbinding, watercolor painting was made with old rags, with the exception of the very fine asian papers, vellums, and papryus. Have I left anything out? So the term "rag content".
